timo Removing the "Lump Sum" setting from the three tasks that used it fixed the problem. I had two day reports of zero time but changing those to one minute did not affect the problem.
For now I can just avoid the "Lump Sum" setting. I was only using it to track non-billed hours and I can use other means.
