Account consistency: windows 11; iOS 15.6.1

OS + version: Laptop Win 11; phone iOS 15.6.1

I would like to set up on my laptop via my business email and accounts (MS365 exchange) but the store I download the app is via my personal account.

I would then like this to sync with my phone which is running iOS 15.6.1.

System really could do with a single place to sign into the app.

fyi normally I would have given up on an app by now if it was this hard to sort out.

What exactly do you mean with "set up". Are you referring to installing the app or enabling the Cloud Sync?
Based on your description I didn't really understand what specific problem are you hitting.
All you should have to do is (on each device):

install the app on the respective app store (doesn't matter for the sync with what account you download the app)
Open the app & go to the app settings
Select your preferred Cloud Sync option (e.g. OneDrive)
Log in with your (e.g. Microsoft) account
