In terms of billing, I would indeed reduce the amount I bill to my employer accordingly. The idea is that if I "lose" money by doing these distracting activities, I'll be more motivated to avoid them. This way, I'm actively incentivizing myself to stay focused on productive tasks, knowing that unproductive time reduces my earnings.
I also wanted to mention that WorkingHours is a fantastic tool not just for tracking professional tasks but also for managing daily habits and obligations (which is especially useful as a student). In this context, being able to "spend" money on activities like unproductive rest or things I'd prefer to avoid would really expand the functionality of the app for tracking personal habits as well. I know this app wasn’t originally designed for habit tracking, but honestly, it works better than any habit-tracking app I’ve used. The ability to set negative hourly rates is really the only thing missing for that use-case.
