I have been reporting this to Microsoft since years, but without luck. You need to make sure to select the "correct" region (in your case Pakistan) in the Windows region settings, then you will be able to enter a Pakistani address when trying to purchase the app in the Microsoft Store
Rapol Rapol Update: Im in a US territory. If I change the region from US to the territory in windows, then there is no option to buy the software.
